Changing car from Disabled tax to PLG?

Hi guys, done a quick search and here's what i've got.

Bought a new car, prev owner had it down for disabled tax, now i'd like it on the road and taxed ASAP. So, my nearest DVLA office is Worcester I believe. If I head there and get the tax class changed, can I then tax the car without the logbook in my name, or does this get done there and then too. OR, Do I have to send of the logbook with my "new keeper" details and fill in the tax class thing there, and wait and wait and wait??

you can do it all in one go, if you have the new keepers part that all you need.
