Another Cycle to Work scheme question (with a twist)

Right, so we're all familiar with the basic concept of C2W, but does anyone know if there are any rules re: minimum bike value vs 'safety equipment'?
What if I applied to the scheme and bought the cheapest, nastiest, lowest spec bike available and spent the rest (up to the £1000 limit) on kit - would that be allowed?
Obviously I'd need to work out the figures, but could it represent a way of getting some nice kit (new helmet, bibs, jacket etc..) at a good discount?
Or does it sound like too much bother to be worthwhile?
