What's the car for? Impreza Wagon would be practical and fast. But if it's a "second" car I'd say it's just a little too ordinary.
£3.5k would get you a nice kit car (Caterfield type or something else), classics (which can be quick), a TVR or something like an ITR DC2.

-how many miles a month will it be used for?
-for what use, or where will it be used?
-why do they want a 2nd car?
-will it need to haul anyone or anything, of so how many seats/boot size?
-how long do they plan to keep it and are residuals important, or indeed ease of selling it on?
-do they like to tinker on their own car?
-do they want to modify a car?
