Good choice on the engine - can't go wrong with the Yamaha, very solidly built. http://www.ebay.co.uk/itm/Yamaha-Outboard-2-5hp-Wi...
We sell them new for £549 so he's paid over the odds for it new, but it's still worth good money as they're very sought after on the used market. The boat isn't really worth a great deal, it's a small, bottom of the range (no air floor) cheap dinghy, but will have a value as it's so new.
KRU XS (Ocean Safety's brand) lifejackets are good, we sell those new for about £45 to £55 each depending on whether they're automatic or manual.

At 23kgs the new 4 stroke outboards are a lot heavier than the old two strokes.
My old 2.5 2 stroke was 13kgs, its worth thinking about.
Can those 4 strokes be laid on their side?
F2.5 can be paid on it's front or one it's tiller. The new Yamaha F4, F5 and F6 can be laid on all sides except it's back. My old 2.5 2 stroke was 13kgs, its worth thinking about.
