Anyone got any experience with 'End of Life' legislation?

Someone I do a bit of work with has a few cars lying around his site - probably around, say, 100-or-so in varying states from barely usable MG/Jag shells through to relatively modern cars he's still pillaging for bits or even planning to restore.
He's not a registered scrap/waste site tho - his site is private land and he does scrap anything which is too far gone UNLESS it's just inaccessible (or simply beyond being moved!!)
This week he had a visit from the Env. Agency who started to ask questions re: the new "End of Life" regulations and what he considered the status of his vehicles to be.
In most cases he still holds the paperwork for the cars, but with some they're so far gone you'd be lucky to find a serial number - let alone paperwork and they could be a tricky!?
When he said they were basically all 'potential restorations' or 'parts donors' the EA people didn't seem to warm to the idea and started asking for paperwork. They've left a tonne of stuff for him to review and I've been reading through it.
My take is that they're fishing - their own legislation appears to be full of holes - even they don't seem to be fully able to describe 'waste' cars and what a true 'end of life' would be for a car which no longer has an active manufacturer (as they're supposed to get involved with recycling their own cars).
Anyone had to deal with this in any way - anyone know what the EA's likely next move is?
My advice - on reading their bumf - would be to throw-them-a-bone and get rid of the worst examples he's got, but I suspect the effort of getting to them against their sheer lack of value/cost of disposal won't be something he's keen to pursue...
