How much does track cost compared to roads

I doubt the track itself makes up a lot of that - it's a passing loop, so it's two sets of points, and from the Wikipedia for the line it sounds like they had to resignal the whole thing.

Exactly, you have to buy the land, level it, prepare it, lay the track bed, lay the track, add points, add the ballast, tamp the ballast, then add all the communications equipment, add the signals, and that's without the cost of the raw materials, workforce and machinery. Bear in mind the tamper used to settle the ballast costs over £3mA railway has to be reasonably level, a foot of gravel and some metal strips attached to concrete slabs.

)Bear in mind as well that it's not just gravel, the gravel is set on a bed, which is graded for drainage, then a layer of teram, then the gravel has to be within a certain size(Too big won't provide enough stability, too small and 'wet beds' will be created). Then you can lay your track (Trackmen, Surveyors, laser levelled dozers, ballast trains etc)
The track doesnt have to be 'reasonably' level, it has to be right, if there is any twist (Can't the remember the specific definition, but I think it's +/- 5mm cant over 5m) then trains start to fall off tracks. All the track has to tamped and set to the correct cant, and slued to the correct versine (Sharpness of a bend) and now we have a track.
For a train to use this, it need signalling, power lines, signal boxes. Resignalling a stretch of track is no easy feat. Drainage has to be installed also. If it's a brand new stretch GSM-R has to be installed as well, which doesn't play nicely near coastal areas at the best of times)
