What's under the tarpaulins?

I have noticed that at a few roundabouts and junctions off the M8 there are tarpaulins lying covering what looks like a small mound or pile of something.
Assume they are some sort of cold weather contingency but not sure what? Not big enough to be storing a pile of grit. Maybe road closed signs and cones maybe?
Anyone know?
