Loose steering wheel

The steering wheel on my 97 Chim 400 has just developed lots of play. I can be moved both up/down and left/right. The column appears to be secured tightly. Does anyone know what it's likely to be? U/J or bushes?

I have the Bible, and it describes changing the bushes but has no diagrams and very little info on doing this.
