Not before time, looks like the DfT want to find out if they've been getting it wrong.
So they're going to commission someone to spend ages studying it

Study on the Effectiveness of Road Policing Methods (Ref. T201E)
http://jobs.guardian.co.uk/browse/government/policy/vacancy-w5241.html

The PH threads would be a good starting point

What? You mean a consultation actually listening to a view point that doesn't agree with it?

Hear that cracking sound?

That's hell freezing over that is.

Hear that flapping noise?

The inhabitants of the local pig farm taking wing.

That strange yapping sound?

A local politician saying "er, sorry, we got it wrong - we didn't listen properly"

The whole point of consultations is to ignore the 500 answers you don't like and to take on, gold plate and forcefully impose (preferably with fines for anyone who disagree) the 2 you do.

Democracy - schmocracy.
