the figures are 5 years out of date but for initial outlay speed cameras means that they are the least efficient at reducing collisions, why are they even considered then

Yes and all for a tiny fraction of the 3,500 (approx.) deaths per annum on the roads down to excess speed.

I wonder how much priority is given to:

(Mentioned numerous times in the media): 120,000 deaths per annum due to legally sold item containing addictive drug - i.e. cigarettes.

Mentioned in the Telegraph today: 78,000! lives lost per annum in the NHS through errors, mistakes and accidents.

...and which one gets all the hysteria and millions spent on cameras, speed traps, camera partnership staff etc...

It's an obsenity.
