Thinking out loud....ANPR app

Thoeretically, if there was an 'app' available that could act as a really basic ANPR camera (daylight only, probably only stopped in traffic), taking photo's of plates and submitting them to a webserver for recognition and looking up the results against askmid. Do you think there would there be any benefit to the idea? Sort of an uninsured driver vigilantee app?
