I'd want to read the modified version first and how in God's name can it cost £18M of tax payers money?!!

Cos they have to pay loads of overpaid "experts" to sit about deciding how to impliment the new rules, they pay even more overpaid "experts" to change it once they realise the first set of "experts" made a compleat balls up of it and fill in the loop holes and uninforcable parts.
Any left over will go to the first set of "experts" who may need to get paid off (read bonus) for doing a crap job.

Umm... Seems the FBHVC and Fiva have had 180 degree policy turn arounds, issued statements and are also claiming to have saved the classic car movement.(including modified vehicles) There's a surprise. They couldn't find their butts with both hands let alone save anything.
