How does one become a mod?

Not the Bradley Wiggins style person with suede suits, the sort of person who can wield a ban hammer on here. How do you become a moderator for PH towers?

I've also seen periodic adverts for mods on the homepage (well, it was more like 3/4 years ago iirc)

actually, do mods get reimbursed for their time? Or at the very least, use of a car from the PH pressfleet?
