Rocker breather pipe

Can anyone explain the function of the breather pipe from the flame trap ? It seems to vent in to two places ,why is this and how is the plumbing changed when fitting a catch tank .. Cant`t understand why it vents in two places .
Can`t see it helping with combustion (oily gunk)! can both points be blocked off ?
