Microcar, why?

I saw this rather odd looking car. Huge panel gaps and uneven panels. Why would someone spend £8,000 or more on this? It is a Microcar, apparently. 21bhp.

I think these can be driven by 16 year olds on a moped licence if they meet certain power/ weight requirements.

Other than that, you'd probably have to be an eco-mentalist to buy one.

If this had a a lower price of around 5k,similar to a piaggio mp3, would get thumbs up from me. I can't believe the sandero will be cheaper
