Saddle height on balance bike

I bought my 2 1/4 year old daughter an Isla Rothan for Christmas. The bike is a lovely thing and very light - much better than the pig iron bikes her friends are using.

I have set the saddle so she can put both feet flat on the ground. I was thinking that once she get comfortable using the bike I'd raise the saddle up so she's on tip toes. Is this correct or should I go straight for tip toes now?

For confidence, we left ours a bit lower than I would on a proper bike. On top of that they need to get their feet down to propel themselves, my boy uses a combination of techniques but typically will use both legs at the same time so needs his feet flat to get the speed up.

Rothan is awesome though, my son has had his for over a year now and it's been flawless and it's used everyday.
