Simply put; The Vulcan met a tanker someway south of its planned rendezvous (off the coast of Brazil), guided on to the point by a Nimrod that was also running on fumes. The last leg Victor was also critical on fuel but fortunately the planners at wideawake realised this was going to happen after the earlier Victors came back light on fuel too so sent a Victor south to vector with them.

I realised it was something like that but how much fuel did the Victor need to meet with them and how did it refuel.The programme was short on computational analysis
