Employers offering lower salary than advertised - normal?

The OH has had two interviews with separate companies this week. One company called her and invited her for a second interview and went on to tell her what the package would be - the salary element was 22% lower than what was originally advertised. With the other company she was told at the end of the interview what the package would be if she was successful - in this case the salary element was 15% less than what was advertised. Why don't they just advertise what they're actually willing to pay, or do they realise that if they did that they'd get people far more junior than they're looking for applying?
Is this normal these days? It rather smacks of those numpties who want to buy your car, agree a price and then tell you they'll only pay a lower amount when you've driven 200 miles to hand it over.

On said they'd discussed money since posting the ad and revised what they could afford to pay for the role. The other didn't have an answer.

True, but one originally advertised a salary band and then revised the salary to a fixed amount that was 22.5% less than the bottom of the band originally advertised.
Hmmm, that's odd then. I know sometimes this happens when you go through an agency but would not think a direct interview with employer will have this issue...Pothole said:

That's what I was thinking - it's indicative of a kind of culture I certainly wouldn't want to be working in - you wonder what else you might discover that they think is acceptable once you're in through the door. But, I've been in the same job for the last 15 years so I really aren't 'streetwise' when it comes to these things, hence asking on here as this may be the norm now.

The salary element of the offer is a good two thirds of the way back from the reduced amount towards the originally advertised amount, and the overall package is probably worth more than the original advertised amount, so everyone's happy.
