Yes.Brackley have never produced a title contending car.
The Mercedes engines are going to be built, then the FIA dole them out to the teams in a lottery system. There will be no "special" engines etc. Due to the regs, it is unlikely that we will see any massive difference in performance due to packaging etc.

Mercedes has problems specific to them but then I would assume that goes for most teams. So being able to design the car and the engine is one that the problems.

I think you are right Derek, I am sure there will be an advantage although it probably will only be small. I still don't understand Hamilton's move but there had to be some reassurance that he would have a championship winning car at some point so hopefully the engine is the start. Not if they screw the Pirelli tyres after a few laps.
If the tyres hold up, then fuel efficiency will be the determining factor as to who will win the race. Getting the engine maps right will be significant also the combined brain / computing power of the race tacticians.
The driver will only get the glory.
