I like Scotland
It's Englands wooly hat.
It's unusual in that it is both a country in it's own right and also a region within Great Britain, or the UK if you prefer.
I'd suggest the list is just a feature of the forum software rather than any sort of political statement.
I'd also guess that most people would prefer the techies sort out the classifieds before spending time on semantics.

Scotland is part of the UK(currently) and therefore falls into the regional PHers section. It's not a comment on it's status, merely a place for topics pertaining to that geographical area are placed.
However. Should it gain independence it would be move to the International PHers section the same as Ireland.

No one denies that Scotland is its own country, but it's not international in relation to the UK thus it doesn't belong in the international section.
