Potentially yes. They would endevour to find your car by other distingushing details once you were caught on camera few times in the same area.

Setting aside potential PCoJ issues, I remember this theory being tested out 20 odd years ago by one of the bike mags. They cobbled together a flash & slave trigger and it seemed to work well.

The real problem I see is that in the main you are going to be detected by laser equipment aimed at the front of the vehicle, so this method is redundant - you really need to deploy ECM of some sort to deal with that.

The old MkI eyeball is probably still the best countermeasure which carries no PCoJ risk.
