It could be the ribbon cable connecting the steering wheel buttons to the rest of the control circuit. Do the full beam and horn buttons work? Try turning the steering wheel as you press the wiper buttons.
It's relatively easy to replace/repair the ribbon cable.
I'd check the cabling around the steering wheel first. Had no end of gremlins one week when one of the connectors around there came loose. Took the whole of 10 seconds to fix once I'd figured out what it was!i have similar problem except the wiper do come on and then stop at the other side of the windscreen (that's on intermittent) but they do work on speeds 2 and 3 but they appear to be the same speed. i have been told by the local garage it could be the motor 'cos from time to time it blows the fuse. so far though we haven't found a compatible motor.

Mine did that
. I found a bit of fairy liquid on the wiper rubbers and then a splash of water on the windscreen worked wonders - they have never got stuck since. Try this before you go buying new motors and thingsTvrJohn
Apologies if you've already done this but have you actually removed the steering wheel from its boss and inspected the ribbon cable carefully at its ends. Mine looked OK but the conductors had fractured from repeated kinking as the wheel was turned.
Is the earth to the steering wheel function black box OK?

I think there is a wiper parking switch built into the motor which sounds like it might be faulty or the terminals corroded. I've never had that fault so can't comment from personal experience.

The wiper motors used on Cerberas are Mini ones, real ones not BMW ones!
These park switches go all the time on Mini's you can buy them from www.minispares.com for about £10 including postage, and they're easy to fit.
