Company car value relative to salary?

Is there a generally accepted rule across the employment world that a company car will have a certain value relative an employee's annual salary or does it vary from company to company?

It does tend to vary, I have worked for many companies in construction and they are all different. The car grade does get better as you get promoted, but generally it will be Fiesta to Focus, to Focus Ghia, to Mondeo to Mondeo Ghia to Granada, or whatever the modern equivalent is.

Some cars are much cheaper to lease than others. An E class Merc often costs similar to a Focus Estate to lease.

The reasons for offering cars or car allowances are as varied as there are types of organisations. For some, it's for practical reasons linked to role, whilst for others it's linked to the compensation package as an attraction.

In one of my previous jobs the grading was laughable - a role jump that would see you an extra 10k in salary would get you a bump from a Focus Zetec to a Ghia for instance.

I much prefer the schemes where they say your monthly budget is X, here's a huge list and choose what you want, make up the difference yourself if you want something better.

The value of a vehicle doesn't have the bearing on the monthly lease cost that you might think and because of that it's very rarely used as a way of determining what you can have.
