Police car with fog lights on?

Making progress up the A12, blue's behind me so move over, it was one of the Traffic police's Volvo's, screaming up behind me but it had both main beams and lower fog lights on. Is this normal or was it just a chav policeman and did I miss the Max Power decals??
Anyway, he did a good job on clearing up the mess that the A406 was in after an accident and tunnell closure, then some twat in a Jazz decided he quite liked my offside so much he wanted to get within touching distance.
Anyway, rant over and a question still there.

Lower fogs on an emergency route are permissible, but I've never used them. As for main beams...was that flashing or constant. If constant...I would say it was a bit crap, as they can often mask the blue lights...
Well spotted anyway...you'd be surprised how many don't see us..

Nothing,
But It made me laugh so bear with my strange humour.
Whilst on foot, I once pointed out to a copper that not only had he parked half on the pavement and half on double yellow lines, but he was also within 3 inches of a junction. He had no sence of humour either. So I'm wondering if it's part of the recruitment policy or something that is removed during induction training.
