Question for any Norwegian PH'ers

I've heard that a new legislation that will take place later this year forbids any vehicle manufacturer selling a vehicle in Norway with a tyre size that doesn't have an equivalant friction/studded tyre. I'm not trying to start a tyre war here but can any Norwegians shed any light on this, or any links to official announcements?

I can't see this happening for two reasons, the car can be used only during the summer, and winter tyres come in many different sizes plus cars have at least two different recommended tyre sizes.

I'm not in Norway though.
