I know it doesn't meet all your requirements but if you want cheap Chinese buffet then Dragon Pheonix near Ikea on the inner ring road may be just what you want (probably not actually). I know people who've been who like it but you may want to go a little bit more upmarket. I can't help anymore than that - sorry

On the cheap buffet front the Wing Wah on the A45 is good, slightly more upmarket is Cosmo in the city centre.
