Am I too late???????? Todays the day

On Monday 13th of Sept I was pulled over by a traffic car. The time was 20.30.
The policeman showed me a hand held radar gun with 46 showing on it and told me that was my speed in a 30 mph zone. It used to be a 40mph not so long ago and I told him I was unaware that it had changed to which he replied that he could do me for driving without due care and attention if I intended to carry on with that.
I have been back and checked the signs and they are clear even if a long way from the start of the village, as seems to be the way nowadays.
He pulled me over at least 1 mile from the spot he said I was speeding in.
I did not admit to anything but I did sign the fixed penalty notice he gave me.
There was only one police man in the car, I did not see him or his car and I am usually very observant.
Where do I stand ??? Do I have to pay the fine and except 3 points???
Have posted about being caught a few days a go but am still unsure as to where I stand.
I thought there had to be two policemen present not just the one????
How can I believe it was my car that registered the 46?? I do not know what my speed was at the time.
I certainly wasn't driving beyond safe conditions for the road.
Surely its just his word against mine??
Is that enough to convict me??
I have been reading through posts on this forum and am really confused.
I have until 11.59 pm monday night to hand in my docs.
Any help or advice would be greatly received

I'm not an expert so don't believe everything here (it's what I remember from reading posts here)
Two pieces of evidence, firstly the policeman makes a judgement that you were going to quick and then clarifies it with equipment
You have to, you can't disprove it
Safe & breaking the law aren't the same thing, you can't argue that it's safe to break the law even if "the law is an ass"
no, his and his equipment and as Judge Dredd says "He is the law".
yes unfortunately.
IMO, unless something can be said about catching you up a mile away (reasonable time?) or something is dodgy with the speed limit change you are bang to rights and should accept the points/fine (if you can) - it's not worth the heart-ache trying to fight it as they will have your money.
As I say, I'm not an expert, wait for DVD or other BiB's to clarify...

For speeding corroboration needed, in your case Plod and his hairdryer. Bang.
Stopped and FPN which will mean NOIP verbal complied with. Bang.
Signs present. Bang.
Sorry can see nothing to give you a get out clause unless you can find something wrong with the Speed Order - very difficult.
