"Police patrol vehicles only"

On the M42 tonight I noticed 2 Range Rovers belonging to the new Highways Agency organisation parked on police "humps" by the side of the motorway.
As these vehicles are marked with yellow and black squares -- just like police cars from a distance, but I'm sure that'a not intentional, oh no -- everyone was naturally panic braking as they saw the cars, but when you got close you could see they were HA and not police.
So the question: if the humps are for "police patrol vehicles only", why are HA vehicles allowed to park on them? Is this part of the arrangement, and therefore the signs need to be modified, or were they exceeding their remit tonight?
