Are you sure it is foxes? They don't normal attack cats, most likely he is fighting other cars!
No, it is not legal to shoot them with an air rifle!
It is an offence to intentionally or recklessly kill wild animals and birds. When shooting live quarry, it is your responsibility to make sure that you only do so legally.
It is an offence to knowingly cause a animal to suffer unnecessarily, which could be committed by shooting at a pet animal.
You can shoot
BIRDS: (covered by the general licences - for details visit www.basc.org.uk/en/shooting/general-licences.cfm) crows, rooks, jackdaws, magpies, jays, woodpigeon, collared doves, feral pigeons.
MAMMALS: brown rats, grey squirrels, stoats, mink and rabbits

You can use a FAC regulated air rifle @ .22 /.25
However, you need a firearms licence, and such an air rifle will cost much more than a decent .22 or larger caliber rifle
ps
Since you don't live in the countryside, it would be illegal to use a firearm (FAC air rifles are classed as firearms) in a built up environment without special permission.

Get a better cat.
This... hard to believe your cat is wandering along going 'dum-de-dum-de-dum' and a gang of foxes jumps him...?
I had cartoon images in my head of this happening!
But yeh, sounds more like the cat is getting into street fights with the other cats, I appreciate foxes do live in urban environments, but I bet there are 5 cats for every fox, and they are equally as nasty (baby snatching aside)

The other way around unfortunately. I see way more foxes than cats around here (SE London). And Cats are "equally as nasty as foxes" ? Really ?
Personally I would advocate exterminating the f
king lot of the b
ds (foxes that is, not cats). Foxes s
t everywhere - on top of walls, steps, everywhere you want to walk (cats generally bury it somewhere you don't). They are a pain in the arse and the sooner they are culled or exterminated from suburbian areas the better (It's never going to happen, but I would support a law allowing me to shoot the
s)..22lr will not humanely kill a fox. a .17hmr may do the trick. although for stuff the size of foxes or bigger .223, .243, or .308 will be more suitable, as those heavier calibres will result in a cleaner kill. i suspect .308 may be overdoing it unless you load with a light hollowpoint. seeing as FMJ .308 will merrily sail straight through 1/4 inch steel plate a .308 is really overdoing it!
Thanks for all comments, no Iam not old, and my partner has saw with his own eyes(he is not blind lol) and has now happend to poor cat a second time, cheers for all the tips, and its is definately foxes, last night was two of them though our cat, had been stray for years and decided to settle in our home after we had to get our wee torty put down last year,so if we were to buy a gun where would I be able to buy it and what exactly would I be asking for?Remember that Iam a total novice , cheers again,Iam an animal lover and dont want to do any harm to any animal but if its my cat or a fox then sorry the fox will lose

A .22LR is not humane on foxes, nor is an air-rifle whether FAC rated or not. I wouldn't consider anything less than .223 or .222
I use a CZ .17HMR - it's an awesome wee rifle that easily kills foxes at 400M. Heck, iirc the velocity of the bullet over 400M is still near on 1000 feet per second (2550fps muzzle vel).As for the OP and foxes attacking cats? Very, very odd behaviour for foxes...
