Damage to paintwork/Lacquer.

Not sure if this is in the right place.
Been round the car today having a bit of a clean and found some damage to the paint/lacquer.
It wasn't there a couple of weeks ago last time I washed so it's happened recently and no clue how it has happened.
As per usual these things happen to me on a Saturday afternoon when everywhere is now closed to get them to have a look.
Any one here got any ideas if this can just be a quick rub back,apply lacquer and machine polish job or a whole panel spray ?
