Ticking and dash flashing when trying to start

I've getting a loud rapid ticketing noise and the dash flashing when I'm trying to start the car, any ideas?

Usually the battery is low when that happens.

look at voltage Alex, it will probably be as low as 10 or 11 volts. When charged fully its around 13.5 to 14volts
