Fog or Rain lights

Can anyone confirm if standard fog lights are sufficient to comply with MSA regs instead of a dedicated rain light?
I am in the process of converting a Civic Type R so would prefer to leve existing fog lights if possible.

It will comply as long as its central or if there are two equally spaced around the centre line.
