Plodcam in drizzle and fog

Came across a mobile camera unit in fairly thick fog and drizzle this morning.

Isn't this dangerous? Even though speeds were slower than normal, people were still braking when they saw it just to be safe.

How far away are the cars when pictures are taken? I'm sure they'd have got a fairly foggy pic.
