Yup. Same old arguments Re: Road Tax etc, and uninformed comment by legislators who ought to know better as we get in this country. Nothing changes.

Humans who are exercising do exhale more CO2 - however, that CO2 is from the renewable fuels known as "food", and therefore carbon neutral.

There is an argument that the manufacture of food results in greenhouse gas emissions (via methane from livestock and consumption of non-renewable fuels by farm machinery and the manufacture of farming consumables), and that anything which requires one to eat more food therefore increases those emissions, but presumably he is not also lobbying to tax meat, gluttony or jogging.
