Saddened to report this. I've phoned it in to the police on their non-emergency number. Found it in the multi-storey car park at Dickens World, Chatham. No evidence that it's been seen or reported by any other body yet.

its hard to believe things like this still happen in this day and age, where there is cctv everywhere. how long would it have been there befor being reported.
its not exactly a good advert for the security arrangements at the car park.
if i pulled up in there and saw that, i would turn straight around and no way park there
