Well, I've worked in specialist recruitment and also been in General Management roles which involved recruiting for every role.
It's actually quite a long process, and quite a skilled matter if you want the right people, and not something to treat as a chore or in a flippant manner. Bad recruiting can bugger a company up quite quickly. Most managers and MD's know this and are equally careful.
Hence, to do it right brings a good deal of commitment time-wise, in addition to the cost, so any process that isn't entirely necessary to the goal simply won't get house room.
So, unless I was fairly close to making a judgement or decision on a candidate, there is no way I would spend time following up references - there just isn't the time or space to do so unless it's pivotal to the process.
In your case, then, I might suggest success and an offer coming your way soon...
