Whos Changed Their Power Steering Belt

Any one here changed there powersteering belt. The belt is looking pretty frayed. My cars got air conditioning so access is'nt amazing.

The intermediate shaft retaining bolts feel incredibly tight and I dont want to force them. Anyone else found this?
