Do OPCs have to withhold service histories for data protection reasons?

Rang with Job Numbers, Reg. and Chassis and they would not tell me anything.

Depends. When I bought my 4S the OPC told me every nut & bolt that had been replaced plus every service in detail.
When I bought my Turbo a differend OPC who had serviced it just the once refused to speak to me about it. But even they would tell me that "nothing other than a regular service" had taken place there.

The OPC that was servicing my car refused to tell me anything unless I got the previous owner's permission. He gave them a quick call, gave his permission and then they told me everything I needed to know. Can you get the previous owner to give them a bell?
