whats with all the meat offers?

Not sure. I noticed it too. Been buying it at half price for a while now, even commented to the meat shelf stacker last weekend, asking if was always at half price at the weekend. He said yes, and that it's all usually gone by lunchtime.
You'd have thought that due to the millions of horse meat contaminated products recalled from the supply chain, the retailers would be less keen to give such vast quantities away at what seems to be half the usual price.

Because people will buy on price and once they get back into the habbit of buying their meat at the supermarket the prices will probably creap back to their usual levels or the deals will be less frequent. The Horse meat thing hit people's confidence in what they are buying as food.

And no its not just mince its all types including fish. Mainly morrisons but asda are competing aswell.
