"not my job" mentality

I am sure none of the PH powerful company directors (goatee or not) are like this, but perhaps you can offer some words of wisdom:
What do you do, when you go to your boss and ask for help, only for him to reply with "not my job to do that" Despite he's the second in command for the entire company. The first in line being the owner, who spends most of his days enjoying the Algarve on his Yacht.
For example (and there are lots)
My computer system has gone down. I cannot do my job. I can't process orders, check orders, in short, I cannot make money to pay his and mine salary.
His response is "Not my job, wait for the IT department to look at it" sadly, the IT dept. is 1 person, who has been off all week, with no indication as to when he is back. The boss has no idea either. We aren't exactly a massive company.
So do I just sit around not doing anything, or do I press him to sort it, despite this has already not worked.
My concern is, despite it not my fault, I'm the one who looks like I'm doing nothing.
You can't fire your own boss can you..? doesn't work like that

Nothing, I don't expect he knows anything about the system (neither do I for that matter.) I do expect he can call someone to get it sorted. But it's "not his job" apparently. Of course, he allowed the IT department to be off all week... and made no effort to have a "back up" in place should something go wrong. I've already called the IT supplier reporting the issue (three times) and its not sorted. But then, I've no idea what to tell them. I cannot authorise payment to them, so they can't (or wont) just crack on and sort it. The boss says its not his job. So I'm stuck.
Its three hours now....and I've done no work.
It wont be long before I'm called up to explain why I've sold nothing.

Exactly. All our IT system is outsourced. We have an in house IT guy (away) to take care of hardware and simple problems. But anything major and its down to the third party. Sadly, the boss will not speak to them. Its not his Job. But he's the only one who can authorise payment...
Business has literally stopped as far as I am concerned..not good in these troubled times.
I should point out, this IT/system is one of several things that go wrong regularly, and the boss always has the same thing to say. "not my job"
So far, I haven't worked out what he actually does. My sales manager says the same.

Get a costing, go to the boss with the figures and ask him to authorise payment.Use some initiative.
It might well be a PITA but he might well have bigger fish to fry than you might appreciate.

Its been done mate. Trust me, going to the boss is a last resort for all staff here. I've used up all my initiative. Which is why I'm now on an internet forum Use some initiative.

Anyway, He's not having any of it. I HAVE to speak to the IT guy whenever he turns up. Until then...I'm left in limbo, sat here scratching my ass.

I'd possibly be blunt and say if this goes tits up am I going to be dragged into the mess? If not take a leaf out of his book. Or maybe he's testing you to see what you can do.
My manager has his moments but then usually follows up with "if I tell you or I do it then what's the point in hiring you"?
Sounds like yours isn't being that helpful for whatever reason. I'd do what someone else suggested. Get some quotes and a quick bullet point it needs this this and this to fix and then see what he suggests.

Unfortunately, he's gone home for the day now. He left half way through the saga, leaving me and my supervisor to sort. I;ve emailed him. Ive spoken to him, and I've been blunt. Its not a test, he's like this every time we ask for help or support. no matter what the situation.

The owner does nothing, as the number two boss is supposed to take care of the day to day running. The owner is in his 70s now, so rarely shows up. To make matters worse, boss number two is the owners son in law. So I've no chance...What would the guy that owns the company do?
How would you adapt and overcome this situation? This business is reliant on its IT system. without it, I cannot do anything, there is no manual system.

Depends how much you trust the company. Call the IT supplier, get it fixed, paying for it on a credit card. When boss returns, present him with the invoice and tell him of 2i/cs incompetence.

Because its money going out of the business. I'm a low level employee with no authorisation to do that. My job makes no difference, I am simply not allowed to do it. I have to ask the boss to do that....which I have. And we're now back to the "its not my job" Let me guess, it's not your job to do that...

Is he from the outsourced company or just a regular member of staff? If the former then I would be talking to the company about cover as he is off and the system is down.
If the latter, whats stopping you talking to the outsource company and getting them to remotely look at the problem? Nothing, you are taking the same attitude your boss takes... not my problem its IT department that should sort it.
If you cant get the boss to do it, work proactively and get them to give you a quote/estimate to get the thing back online and then go to your boss to authorise it.
Its not rocket science, but it does prove you to be a proactive worker that is willing to step up to the mark, rather than twiddle thumbs waiting for your IT guy, what if hes off another week?
Hell you can even talk to a IT services company to see if they have any pool staff that can help and how much it would cost for cover.

Its a member of staff hired to look after the IT side of things. However the system if provided by a third party. Therefore, not down to the IT company to organise cover. The boss failed to do this.
I have, with my supervisor, got the costs involved, got all the details, presented it to the boss. Who says "not my job, speak to IT" who as we know, are not in. The boss cannot tell me when they are in next.
I'm twiddling my thumbs not through choice... I can assure you. I like to work, earn my commission /bonus and feed my family.
