Speeding up Primer coat

Just sprayed primer on bodywork I've cut back and it says to wait 24hrs before sanding. If I put heaters onto it can I cut that time down? It's just a localised repair at the corner of the sills where the mud flaps sits which had bubbled up. I've ground it down, sanded and now primed it before painting (metallic)- must be about 1 inch by 3 inches.

Also how long after paint before applying laquer?

Without any other info (ie what sort of primer it is) I'd stick to the manufacturers recommendations which probably states at 20 degs C so you maybe best to warm the area up slightly but don't over do it.
(On bare metal it would have been best to use an etch primer first and even better to have put some rust prevention on before that.)
As for paint ... again is it waterbased or solvent you're using? If it's solvent and your primer's solvent, then you have the answer.
(It's always better to leave it to dry longer - if you rush it it will come back to bite you)
