I may be totally wrong as I know nothing about this particular vehicle, but I seem to remeber that in the late 80s/early 90s VW were using Pierberg automatic choke carburetors which start throwing up issues once they've worn out a bit. Certainly it sounds like you have an air/fuel metering issue which points the blame squarely at the carburetor.
The usual recommendation was to do away with the pierberg alltogether and fit a Weber alternative with manual choke which usually works much better in every way than a worn-out pierberg.
