Only if some megalomaniac decides to invest in it so he can adapt it to take over the world, or use it in the next Bond movie.
The top 25 meters of the ocean has been pretty well explored, and there are all sorts of intelligent buoys taking various readings and plotting ocean warming etc, I don't see why you need a massive, expensive, manned vessel to do what any probe dropped off a normal ship can do.
Good luck to him though, be cool if it was built, but I dont really see what benefits having to sustain a big crew would give over something that transmits it's readings and data to a lab on land, especially given how data transfer is reliable and fast in this day and age.
Be a cool pirate ship, if it could rise up to it's full height. You could build a small rowing boat on top of it, and have a couple men sitting in it as you approach a ship, and they demand all the gold, and when they refuse this 50 meter tall ship rises out of the water....or whatever.

Although at least it looks built for the job, that new one seems to have far more 'form over function'.
