It all comes down to how you measure it.

Anyway, my baised opinion is Gus Poyet (yes, I'm a BHA fan) as we rank 17th in playing budget yet positioned 4th.

If measured on "turnaround" then Billy Davies/Mick McCarthy have done fine jobs.
