Service Mode Code 60 - question

When you remove the electrical connection from the throttle pot to put the car into code 60 for setting of the timing what does your idle speed do?
Also when connected and at Idle what does you timing show with regards to degrees advance or retard? I know you can't set the base timing like this but still trying to understand my idle issue.
My car does the following:
Idle is high when all connected at around 2000rpm with the timing showing about 3 degree advance at this idle speed.
Disconnect the throttle pot and idle speed increase to around 2500rpm and timing shows 12 degrees advance.
Car performs really well under load etc and sometimes the idle settles down and drops to around 1200rpm but never to the desired 850-900 rpm.
Neither of my ISCV and throttle pots affect this, wiggle tests on all wiring has no effect and the ISCVs do the "2 moves" thing on ignition on. Disconnect the ISCV electrics and the engine immediately dies, as it does when both AFM are disconnected.
