Wheel arch protection

Been giving the Civic a good clean today, and to my horror noticed the start of some rust on one of the rear arches. At this point in time, it's barely noticeable, but if left will only get worse.
My plan is to dremel away what's there, and with the car up in the air sans wheels, Hammerite behind the arches and under the lip (where the spot is) to seal them up. I'll then wait a few weeks for the Hammerite to fully harden before Waxoyling over it all for a bit more protection. Will probably do the same to the sills while I'm at it.
Is this a good idea or is there a better solution?
