it all depends on build quality mate.and quality of components. dont get caught up in the 'BHP' game. as a lesser powered car with a better chassis,suspension and brakes will run rings round it on track!
do a search before you part with any cash as some can be very very rough and a pig to set up geometry/alignment. others can be very good!

The build price (very approximately) is 8k to 14k
The secondhand price is 6k to 10k
And it very much depends on build quality, parts and engine type
A reverse box is worth near 1k with props
