U - TURN OVER "CASH FOR TICKETS DEAL" FOR WARDENS


Traffic wardens in Manchester have been offered a cash bonus linkedto "productivity"

Parking bosses said the scheme - which offered to boost pay packets in line with tickets issued has been "revised"

But "M.E.N" has received some leaked letters which shows that NCP staff (who run parking enforcement in Manchester) were being named, praised and offered a cash bonuslinked to "productivity"

a TRAFFIC WARDEN told the paper: "If the scheme is not linked to issuing most tickets - it is strange that the team named "team of the week" and the parking attendant named "PA of the week" issued MORE TICKETS than anyone else did!"

The letter from enforcement officer Andy Sprowell was posted from the Ardwick HQ and listed following five criteria which staff must satisfy to qualify for the cash bonus:

Appearance

Attendance

Attitude

NCP Values

PRODUCTIVITY

In a second letter, Mr Sprowell states:

"I am really pleased to report that during last two weeks everybody has put in great effort and productivity figures have constantly improved! You can be proud of your achievements!"

Lots of people have reported receiving lots of parking tickets in Manchester

The NCP has confirmed that these letters were written and sent out, but that the word "productivity was used in error!"

Error?

Thie spokesman told the paper: "The scheme is being revised. We have not - and never will - make payments to staff based on tickets issued! Focus of our operationis compliance with parking restrictions, not productivity!"

In the past the NCP have:

offered a Vauxhall corsa to the warden who issued most tickets in Westminster.

offered holiday vouchers worth £1500 to the runner-up

offered a third prize of a £800 telly

Barry Segal of "AppealNow" said " This smells like a bonus scheme to persecute motororists in Manchester. Motorists need to be on their guard even more!"

Manchester CC spokeman said:

"Let it be clear - the council does not pay the contractor based on number of tickets it issues and to do so would contradict Manchester' policy towards parking management!"

Ah! So that is why you make it so darned difficult and pricey to park there in the first place ....
