Rule 18, subsection 3, paragraph 6 ...

It is unlawful to remove one's shirt in the act of celebrating scoring a goal and therefore expose to the population more tasteless tattos ...

Possibly because some players were wearing t-shirts with adverting or other "messages" on them. It's stupid because as part of the celebration the player usually leaves the field of play and then re-enters again all without the reff's permission, so that's three yellow cards in one hit. You could probably add time wasting so that would make four and he could be sent off twice.

Excellent idea! Have the sin bin for professional fouls as well. That way you'd cut out the cynical chop down in the last quarter of a close game.
