Yes they do. McDo on the Mulsanne straight has free wifi. (well, at the cost of at least a Coke that is). Friends of mine have used the McWifi in the centre of town and they also offer it for free.
Edit: McDo at the Mulsanne straight is impossible to reach when there's racing go on, though.
But in another thread I've learned that all ACO enclosures offer wifi too.

This - and accessible easily by car during the race too, providing you know your way around the one-way and slip road system. That said (and despite this being my umpteenth post on the subject - I don't work for Vodafone, honest), I shall be using Euro Traveller for £3 a day and abusing my home data allowance whilst sat in a camping chair trackside, a-thank-you.
